It’s simple: we find high-utilizers within a payer and/or at-risk entity’s ecosystem and connect them to appropriate resources to address their underlying challenges. This ultimately improves outcomes, directs better choices, and minimizes social service overuse.
These high-utilizers are typically identified by one or more of the following criteria:
- Frequency of ED visits or hospitalizations over a period of time;
- Top 1-2% of the cost of members within a community; and/or,
- Identified by a community resource as a high utilizer of their services

Dr. Enrique Enguidanos
Founder and CEO
Dr. Enrique Enguidanos has over 20 years of clinical experience in Emergency Medicine, much of this time also serving in organizational and systems management roles. For well over a decade he has developed and fine-tuned systems of care and community management systems that have proven very effective for frequent utilizers, and that is now organized in a manner that allows CBCS to continuously reproduce care results across varying communities and health care systems.
Pauline Proulx
Executive Director
Pauline Proulx joins the CBCS team after serving as the executive director of the Evergreen Chapter of the ALS Association. In this role, she led an organization that provides care and support to people with amyotrophic lateral sclerosis (ALS, also known as Lou Gehrig’s Disease) and their families in four Northwestern states. During her time at the ALS Association, Proulx’s leadership was crucial in helping the organization work through the Covid 19 pandemic, keeping patient care at a high level while ensuring the organization’s financial stability.
A graduate of California State University-Fresno, she lives near Seattle.
Chris Rudd
VP of Marketing and Sales
Chris Rudd has over 20 years of experience in business development, consulting, marketing, and advertising in multiple industries. Chris thrives on focused strategies that deliver inquiries, opportunities, and sales. Chris’s background also includes extensive work in interactive marketing, including web management, web optimization, and paid search. Chris enjoys tennis as well as attending musical theatre shows (often that involve his daughters).
Asia Brown
Director of Operations
Asia Brown is a Licensed Clinical Social Worker with a background in case management and quality improvement. Working for the Ryan White HIV/AIDS Program, Asia assisted numerous community members whose mental health had faltered because of stigma around mental illness and inequitable healthcare access. Asia leads a team of exemplary Community Health Workers, dedicated to providing clients with the guidance, support, and resources needed to help them remain stable and flourish in their communities.
